Supervising Construction Inspector

 

$89,213 - $119,568 annually + excellent benefits

 

The City of Elk Grove is seeking an experienced and motivated Supervising Construction Inspector to lead the Permit Section within the Engineering Services Division of the Public Works Department. The Permit Section oversees all utility and right-of-way work within the City, ensuring projects are delivered safely, efficiently, and in accordance with City standards and other regulations. This position is highly collaborative, working closely with utility companies, consultants, City staff, partner agencies, and the public to support infrastructure development and protect the integrity of the public right-of-way. The ideal candidate will be a strong communicator with extensive experience in utility coordination, right-of-way permitting, construction inspection, and public infrastructure management. As the City’s subject matter expert, this individual will review and manage encroachment permits, coordinate complex projects with multiple stakeholders, and apply the City’s Municipal Code, standards, and traffic control requirements. The successful candidate will lead process improvements that strengthen City standards, enhance customer service, and streamline cost recovery practices.

 

We are looking for someone with strong technical knowledge and interpersonal skills who can:

 

• Supervise, mentor, and evaluate Permit Section staff.

 

• Review and approve complex encroachment permits.

 

• Coordinate utility and right-of-way work across projects and agencies.

 

• Provide clear technical guidance to staff, consultants, and stakeholders.

 

• Communicate effectively with residents and the public.

 

• Evaluate and recommend efficiency improvements.

 

• Represent the City with professionalism and tact.

 

A deep understanding of construction inspection, utility and right-of-way permitting practices, traffic control standards, and municipal regulations is essential. Experience working in a public agency setting and proven ability to build strong relationships with diverse stakeholders is highly desirable.
