The Public Works Department currently has three openings for a Management Analyst I/II.
CAPITAL IMPROVEMENT PROGRAM (CIP) DIVISION
The Capital Improvement Program (CIP) Division has one opening for a highly motivated, detail-oriented, and collaborative professional to join its team! The ideal candidate will possess a strong foundation in preferably local or county public administration, grant management, data analysis, and capital project coordination. They will demonstrate an aptitude for cross-departmental collaboration, regulatory compliance, and proactive communication.
The ideal candidate will have experience in the following key areas:
• Grant Administration: Skilled in identifying opportunities and supporting grant applications, including coordination with internal and external stakeholders, maintaining databases such as Amplifund, and managing consultant contracts for grant writing. They will be able to track grant performance, manage documentation for reimbursements, and support decision-making through comprehensive reporting and analysis.
• CIP Program Management and Implementation: Proficient in supporting complex capital projects delivery, including maintaining the Unity Construct (project management) database. Experience with developing RFPs and contracts, preparing staff reports and presentations, and managing on-call consultant budgets.
• Financial and Regulatory Coordination: Familiarity with municipal finance processes, including fund tracking, project budgeting, and financial reporting, especially in coordination with Finance and outside agencies. Knowledge of Caltrans’ LAPM and experience submitting required documentation is a plus.

OPERATIONS DIVISION
The Operations Division is seeking two (2) highly motivated, detail-oriented, and collaborative professionals. The ideal candidates will possess a strong foundation in preferably local or county public administration, budget development, data analysis, and purchasing and contract management.
The ideal candidates will have experience in the following key areas:
• Purchasing and Contract Management: Experience with developing RFPs and contracts, preparing staff reports and presentations, and managing on-call consultant budgets.
• Software Administration: Responsible for the user access, implementing optimizations, and the ongoing maintenance of Public Works software applications.
• Budget Development and Management: Developing, tracking, and oversight of budgets, analyzing current purchases, and forecasting future budget needs.
• Reporting and data: Conducting research, compiling and analyzing data, preparing reports, and ensuring compliance of various state and other mandated reporting.
• Program and process management: Implement and maintain program initiatives, identify and lead process improvements.
These positions will provide analytical support to multiple functions within the Operations group; including, but not limited to:
• Landscape & Facilities
• Fleet Maintenance
• Recycling & Waste
• Administration
The ideal candidates will have excellent written and verbal communication skills, attention to detail, good time management skills, and the ability to work independently as well as in a team.
The Department will be creating an eligibility list which will be used to fill three vacancies at either the Management Analyst I or II level. Placement, both at level I or II and within the salary range, will be made dependent upon the qualifications of the candidate.
